  To generalise, any city god follower has this problem. I don't recall any NPC in anything I've read being both a devotee of a city god *and* operating outside their city. In fact, they always get someone who wasn't an initiate of devotee to go out and do stuff.

  Even in war, they are only used to defend, never to attack - no matter how warlike their abilities.

  So, in extension, any city god follower who wants to use magic outside the purview of the city god has to learn something else (without other, more interesting, measures being used - the ambassador sounds good, as does the special agent). City god initiate with concentrated common magic, anyone? ;)
