I think the "limited to city" concept was mainly to define City Gods,
and Pavis was being portrayed in the discussion as a city-god. It was
mostly just trying to define the limits of the concept.
Personally I think it is a little rigid, and that a city god should be
able to extend his powers outward around his place of influence, but
how far and how it is done is left open to the GM (which is good,
flexible stuff).
