As others have said, the underlying creed of Orlanth is "Mistakes are Made And Fixed." Remember, this is the Hero Wars - the aftermath of Fimbulwinter is a perfect time for new ways to be accepted by the Heortlings.
After the Fimbulwinter, the surviving Hidden Spear clan was *different* - many of them had become Odayalans for example and others had become Humakti. The clan had gone from being a peaceful (read cowering) bunch of disparate refugees to a competent, organized, more-than-a-little-predatory War Clan.
