I agree that while this would be unusual, it should not be
impossible. And yes, in our world countries grant this sort of
privelege regularly--embassies are generally considered to be the
soil of their home country.
And there are exceptional circumstances. In the second world war the
dutch queen took asylum in Canada, and when it came time for her to
deliver a baby, the candian government temporarily gave the hospital
room to the Netherlands, so that the baby would be born on dutch
soil. (which is why Ottawa is still the benificiary of thousands of
the finest dutch tulips each year). This sort of event is just
perfect for Glorantha, so I'm sure it must happen :)
