One way to do this maybe is say that the release roll is made based on the attitude of the spirit towards the person it is supposed to be giving the power to. So to a practioner, a practice spirit would still be friendly and the shaman would only have to roll versus a 14. But to others it would more likely be neutral or hostile, making it much harder for the shaman to get it to do so.

The "recipient" would also have the chance to resist, so there would have to be a good level of trust between the shaman and recipient.

The reason I like the option for this is it allows some really cool bits where the shaman goes a wandering on the hero plane to corral something quite exotic, then has it help the hero do something cool and otherwise unlikely (i.e. the shaman can be the method for the narrator to set stories that would not otherwise be possible). Things like a spirit that lets you breathe in the water so you can do an underwater adventure, a stone-breaking spirit so you have a way of fighting the stone rhino that is causing havoc, etc. Or to put it another way, shaman as "Q" from the James Bond films (Q was the gadget master, right?)
