Hrm... One possibility: If the character uses other elemental associations that aren't exactly skills (e.g. making sure that he's to the east of his enemy, wearing green robes...), the GM could give him an ad-hoc bonus to the Hepherones Philosophy skill itself. Treat it as being kind of like using "propitious location/day/items" when casting ritual magic. Depending on how elaborate the connection is, the bonus could vary--e.g. "Wearing a green robe" = +2 to Hepherones Earth Philosophy; "Wearing the emerald-studded robe of the First Priestess of Ernalda from the High Temple of the Dawn Age" might be +10.

Thus, the elemental connections that aren't skills wouldn't increase your attack directly, but by increasing your HP skill, they'd let all the *other* augments be bigger.
