One of the Issaries sub-cults has a secret that allows one use "trading" of feats. That this is a secret suggests that this sort of loan is generally quite difficult.

On the other hand, I think any shaman and probably practioners should be able to make a one use fetish for someone. Capture a spirit, force it into a fetish, give it to someone within the same broad religion and tell them how to release the spirit.

More broadly, there is lots of weird and wonderful wackiness out there. You can wave your hands and says "he/she gives a stick that you can break to call forth the storm." It is a one use item, given in that episode--and if any players ask you say, "no, you can't cemnet it if you don't use it, he wants it back." Just look at the gaffe in "Fish Rain" in the HQ rule book for an example of just such a piece of hand waving.
