I remember it being suggested or discussed somewhere (but I can't be
bothered to hunt for it) - I know it wasn't in my lowly initiate
preview, but (obviously) I didn't see any of the others.
I suspect it was probably an attempt to rationalise the new rules
with existing shaman PCs
