The society the players belong to should dictate what is acceptable and not acceptable. If players violate the dictates of their society they should reduce their relationships to those societies.

In the case of a helpless Broo most human societies would say destroy the creature. In their mind its the same as destroying a parasitic mosquito. In the case of a villager or enemy warrior the society would be just as squeamish as you are about killing a helpless captive. They would ostracize any member who would do such a heinous act. In some cases they would become outlaws as in the case in Abu Ghraib.

This change may be different for the different societies they are members of. A Satar clan member who is also a Zorak Zoran devotee would ruin his relationship with Sartar clans but might increase his relationship with Zorak Zoran by slaughtering innocents.
