My understanding is the latter. That is, a devotee has to put most of their HP into things relevant to their devotion--to reflect that most of their time, energy, and focus goes into things relevant to their devotion. So this requirement is not too onerous, so long as what you want to do is in line with your religious requirements. The problem comes when you end joining the wolf pirates and really need to learn to swim, sail, speak their language, etc quickly, and are spending most of your points on things related to being a devotee of Odayla....
