All true, BUT in almost all cases, an HW character was essentiall concentrated by the HQ rules. That is, HW had almost no leeway for using magic coming from more than one otherworld, and had no common magic. So essentially any hero generated under the HW rules would simply considered as having concentrated their magic under HQ rules.

I don't see how that is a problem?
