Wouldn't it depend what he wanted to use that Veteran rating for? If it was just familiarity with brigand tactics, knowing how to deal with them, and having some general knowledge relating to these brigand invasions, sounds like a normal trait would suit it fine. It's definitely the sort of thing that could come up in a warrior's life. Or... I'm throwing this option out to the group to see if this nsort of thing is kosher for HeroQuest. You could change the name of his base Cavalry Warrior Keyword to Veteran Cavalry Warrior of the Brigand Invasions - the brigand invasions where a defining feature of his experience and training, and play a part in shaping his later experiences. It still allows the normal cavalry warrior stuff, but roots it more in your game world.
