OK, if this is how you want to do it, then I'd put together my "super-rough draft campaign outline" with these levels in mind. You should have little trouble having characters that are where they ought to be by 1620. If, like my players, they manage to find themselves in the midst of everything going on in Sartar, they will likely advance pretty quickly - and you will have players like Javern Spithorn or Orngerin Thundercape in your hands. If you try to keep them out of some of the troubles (as Lismelder, they might not get involved in Starbrow's Rebellion), you'll probably have something more manageable, but ready to be in the thick of the action.

No matter what, you'll have years of NPC interaction, plotlines and subplots to enrich the game once you get to the "crucial years".

It really depends on what I want out the players. Am I concerned that their "economic abilities" are subpar? Then maybe I give out 4 directed HP and 3 regular HP for the session. Do I want a small gradual improvement? I give out 1 or 2 directed HP and 2 regular HP for the session. Do I want to keep the status quo? Maybe I give out 2 regular HP. It just depends on how I want to pace the game.

Again, it really depends on what I want out of the players. Do I want them to have "really learned" from their time in Wenelia and make use of those skills? OK, maybe I give out 10 or 15 HP and say they've got to use on in things related to their decade in Wenelia. Do I want to downplay it? Maybe I give out 5 HP. Again, it depends on how I want to pace things.
