I asked something like this previously, and the answer as I
interpreted was:
- If it is listed in the magic by occupation secion of the homeland,
then it counts as a specialized magic key word, and you get
everything listed under it.
- If it is listed in the common magic religion, in the list of
widely available common magic near the front of the book, or
elsewhere, it is common magic.
So the Vai Madar Sa is a specialized magic keyword, so he gets those
three magics. Then he chooses his regular five common magic items.
When it comes to say Lanbril, strictly speaking, the specialized
magic keyword is whatever is listed under the homeland. Any
additional Lanbril talents would be chosen as part of the five common
magics. (Although as a fudge, I'd probably have the additional
Lanbril talents to be put in the Lanbril magic key word).
