Well, I don't think they all have Shamans, no. Probably very few, in fact. Does that mean that most Heortlings don't have access to charms (CM or otherwise)? Yep, I think so. Why's that a problem? Given that they don't have a common magic religion that deals with charms, this seems totally in line with Heortling culture. That is other than the Kolating exception, I think that Heortlings are simply a very theistic people.
