Spirit talker is an Occupation keyword, with no magical abilities associated with it.
It is the "leader of an animist congregation" occupation.

Shaman is a Magical Keyword, with all sorts of magical abilities associated with it.

It is possible (even normal) to be both a Spirit Talker and a Shaman. It is also possible be one without the other. You could be a Spirit Talker/Practitioner, or a Warrior/Shaman if you wanted to.

Each mahgical system has a "Leader of Congregation" occupational keyword - Priest, Spirit Talker, Clergyman. They are disassociated from the magical keywords to allow variety. Normally they should have high magical rank (Devotee, Shaman, etc), but you can have a communal-level worshipper be a "Priest", representing either a *very* broad area of expertise ("He's a Priest of Orlanth. No, not any particular aspect, just Orlanth") or possibly incompetence at magic (A rural pastor with little real magic), or a trainee (Apprentice/Altar boy/etc)

Kolat and Sedredosa are animist practices within the Orlanthi pantheon. Worshipping them is included in the normal "Worship Storm Pantheon" 10% time committment (note that Good Winds Day, one of the the 28 Holy Days of the Heortlings, is dedicated to Kolat). So it's not necessary to go outside of animism to be a Spirit Talker in Heortling society.

Could you be an initiate and a practitioner at the same time? Yes, but you've already acknowledged that it's wierd.
