By not going to ceremonies and going on the annual heroquests at those services, how will you know how *that* version of your god acted? You don't get mysterious insights into your gods behavious *just* by learning his magic.

What is really being described is a Disciple, not a Devotee (Storm Tribe, page 11). Not included in the main HQ rules because they are *so* extreme, they make up *much* less than 1% of any population.
