You're right, I summarized poorly.

You may _coincidentally_ learn spells that are in a grimoire. But it's not like a formulary.

It's not quite that clear. You may, if you wish, simply improve the grimoire rating, and cast all of the spells in it with that rating. But you may _also_ learn individual spells.
