Sure, but are they concentrated, that's the question?

Erm.... people generated using the standard generation system. "Everyone we're interested in". If this was also meant to be "a bunch of weirdos totally unlike the norm", this wasn't exactly clear...

and the same would apply to the current system, of course. AFAIK, it generates *people*, and then says "the PCs can differ from this if you like, 'cos they're weird".

It was "normal" for people to use magic types from different otherworlds. Hence, they can't have been concentrated.
