I just saw a passage in Men of the Sea that provides a solution. Dealing with the Dormali Open Seas ritual (p17), it observes that some people know it in a different, misapplied form that cannot be concentrated (ie. it can't be used actively). This can be extended to any common magic that is used in another form. I don't think its necessary to double the costs however.
