Common Magic Abilities

Hi

Why is it that you cannot improvise the common magic abilities that you have, in the way a theist can improv a feat from an affinity if he is an initiate?

I think that its a bar on creativity concerning magic, when all it can do is augment. That forces you to create magic that can directly augment another ability you have (Healing talent augmenting First Aid FREX).

I think that an improv of -5 is ok. Is there a reason why this wasn't done like this or in a similar way when the game was designed?
