I would guess that many/most orderlies don't read, or never read the
whole formulary themselves. Kind of like many gamers never really
read the whole rules that they are playing, they just learn the parts
that really matter to them. Or for that matter, like the US army
ended up making comic book instructions for how to maintain assault
rifles, because so many enlisted men couldn't or wouldn't read the
script instructions.
Given the cost of books with hand copying, most orderlies would
anyway not have their own copy of the formulary.
