Didn't Greg (or someone at Issaries, Inc.) ask us to send in unclear rule situations where a simple, straightforward example (from them) would improve our understanding immeasurabily?
Perhaps this is one such situation?
What else apart from Scorpion Men and Walktapi have multiple attacks? Wyverns, Dragon Snails and Hydra spring to mind and no doubt there are others lurking in Anaxial's Rooster. It is worth pointing out, as was noted earlier, a lot of creatures (especially quadrapeds) have multiple weapons rolled into one activity, e.g. Claw and Bite.
