Certainly not a stupid question, since as far as I can tell the book doesn't tell you what the result is.

>From discussions on the list, I think it is the modified ability--and
note that the modification includes multiple target penalties and community support, at least based on responses to this list on the subject. Which generally means bigger groups get smaller blessings, although this is partially offset by the fact that bigger groups are more apt to have a skilled liturgist, have a major temple (bigger holy place bonus), have sacred objects augmenting the liturgy, etc.
