I've always thought that it could be used to augment any other blessing made on a congregation. Not it's only use, neccessarily, but another one.
I'm surprised (and glad) that this hasn't degenerated into the "Congregation as Multiple Targets" debate again. If you need reading on that there was a long battle about it over on the rules list at one point.
