As Roderick pointed out, the rules say no. However, I usually look the other way, on the grounds that:

1. 1:1 is simpler, especially if you're starting people out.
2. It allows people who want to play "magical" characters to do so. They start out a little more powerful, perhaps, but it's really not going to matter that much over the course of a campaign. --
