I've just faced this very problem myself - just before reading Tim's helpful file, of course :( My interpretation of the rules was:

You get five spirits (the rules say practice spirits, but I assumed that tradition spirits also count).

All of these spirits can be bound into either charms or fetishes, as the player wishes (but it seems that fetishes are better, so...)

You get your other relevant magical abilties at 17 (in this case, this included Spirit Face, but not Open Spirit World).

If you want a Spirit Ally, pick one of the five spirits, and describe it as such in the 100-word write-up, as you would for a mortal Follower.

This does, I think, differ slightly from Tim's, but I'm not entirely sure why.
