I tried a few methods a few years back and was always dispappointed with the results. The most important abilities for any HW/HQ character aren't on the RQ character sheet in the first place.
My own suggestion would be to look at the chart of standard resistances (clan champion, etc). Work out where, in the preceding character and campaign history, the PC fits on that scale. Then give them keywords at the right level. Add in any skills the RQ PC was famous for, again at the right sort of level. And don't even think about using a numerical conversion system, or "spending points". HQ can be a very powerful system for simply describing a character - use it as such.
