Yes, the majority of Gloranthans *don't* concentrate. But *if* you concentrate in Common Magic, it's not the same as leaving your pantheon/church/tradition, because common magic is included (at a very base level, usually) in all culture's beliefs.

We've already established that not only is this person concentrating (making him part of the Minority of Gloranthans), but it is in Common Magic (which is, imo, by far the smallest part of that minority).
