Here is me just playing devils-advocate;
I don't think that Prax is necessarily a desert. Large parts of it are given as chapperal. The fact that stuff doesn't grow there is mainly due to magical reasons, rather than anything else.
Also, the rainfall chart in River of Cradles for example says that there is no rain in Fire Season. I would not disagree, but that may be 'normal' rain as opposed to rain brought there by 'magic'.
Does Nomad Gods tell us whether rain spirits/magic can/cannot work in Fire Season?
Also, Storm Tribe P.78
'Daga (god of drought) is Heler's eternal foe, ever defeated by his rains.' - I would suggest that this grants mythic precedent for allowing a Helering to summon rain in fire season in Prax, and not take a hefty penalty (if at all).
