And the rules say yes he can.

When the rule book implies that something is a general case which is apparently contradicted by an explicit mention of the converse, then the general case is true and the explicit mention is an exception.

Hence only concentrated magicians can cast spells actively except in the case of sorcery users.

Again yes. The rules explicitly state this.
