Hi Jane
I imagine it just means that they must have concentrated on Theism,
Orlanth in particular. My idea was they could be initiate or
devotee. The reasoning is that the likely wielder would be a king or
a chieftan perhaps, and as we know they don't really have enough
time to spend in worship.
