I would have thought the easiest way to handle this in play would be to use the relevant Orlanth <piety> ability as the ability to call on the daimon of the sword to aid or advise the wielder. It seems to fit with what I recall of the general spirit of the item (admittedly I ran Griffin Mountain a long time ago). No piety = no contact and the daimon of the sword does not help you at all, although it might still force you to stand and fight against chaos or otherwise mess with you in unexpected and undesirable ways! Once you persuade it to talk to you it is then possible to build a personal relationship to the Daimon but it is not necessary to do so - by its purpose and nature it will aid any pious Orlanthi. In most respects I would treat it like a divine companion, i.e. I would give it Destor's affinities and the ability to improvise feats from them.

A Godi of another deity in the Storm Pantheon might prevail upon the daimon using the rules for ritual sacrifice in Thunder Rebels. Probably not much use in a fight though I guess it could at least let you use the weapon as a sharpened piece of iron without the daimon interfering and obstructing for a while.
