Animism question

Hi,

I didn't find this in the errata, I was wondering if there was an official clarification about the following statements that seem to contradict each other: p134 under Tradition Spirits and Charms
"A charm has a single ability with a set rang, which cannot be changed or increased."

p134 under Common Magic Charms
"He can continue to increase their ratings as normal for common magic."

So, can charms ratings be increased? or only common magic charms (but not tradition ones)? why?
