And this is what struck me last night. I had given the council a whole bunch of stats like "stuck in the mud", "dither endlessly", "too short-sighted for their own good", "pompous". The trick would be to use those strategically for maximum drama.
A bit like the idea of using an extended contest for a dramatic climbing of a wall. Use all the things that could happen as counter bids.
