Yes.

See page 135 "Practice Charms" and 137 "Practice spirits and charms". Creating a charm is covered by the contest rules on 137.

She can also make fetishes for herself or other practitioners.

Page 135, Practice Charms: "A practitioner can place a practice spirit into a charm and give it to a *spiritist member of the practice*" (Emphasis mine)

page 137 Practice Spirits and Charms: "Once a spirit is bound into a charm it can be used by *any member of the tradition or practice, as appropriate*. Whoever will use the charm must cement it with hero points..." (Emphasis mine)

(The "as appropriate" refers to "member of practice" or "member of tradition").

No.

First, the spirit will kick up a fuss and refuse to work for someone not of the practice/tradition (my reading of the above emphasized text, anyway). Second, the devotee will Backslide from concentration for using it, losing the benefits of concentration *and* his Devotee status (which requires that he be concentrated).
