Its up to you mate, whatever you want to allow. FWIW I think the concensus is that you can 'take people with you', taking a -3 for every extra person, but you can't just cast it on other folks.

TBH this is something I'd like Greg to rule on as in RQ you had no such restrictions, and its a Gloranthan cosmological question really, and I don't think he commented personaly last time this came up.
