According to HQ page 18 a liturgist gets all the keywords scriptures at 17 and an orderly gets all the order's spells at 17. I don't think there is such a thing as a Formulary skill.

Apparantly you get it from being a Liturgist (page 158)

I believe that the Examples of Karatch replaces the Abiding Book for the Aeolians.
