That's lovely. I'd probably go with the higher requirements in this stat for the 50-60% commitment types. And I wouldn't require that to be the only penalty. After all, situational modifiers abound in this game, so having anyone who has concentration in X take a -20 penalty in the "wrong" otherworld isn't really a problem.
