Intersting you should pick that example - I was checking the rulebook for definitions. And that word (but no others I can find so far) has a clear explanation of exactly how its use in the HQ rules differs from that in normal English.

There are also definitions for "heroquest" and a few others, which I was considering typing in, having found them.

p12.

"Three basic forms of interaction between the Mortal World and the Otherworlds exist: worship, magic, and heroquesting."

(You may notice that we do not have "ceremony" as a separate item).

I'm picking out the initial definition here, not the full text.

"Worship goes from the Mortal World to one of the Otherworlds. On holy days, mortals open a way to the Otherworld with their rites and interact with the mythological realm. Their holy world and the Mortal World overlap"

"Magic transfers power from an Otherworld into the Mortal World. To learn specialised magic, a hero must journey through the appropriate Otherworld, and usually experience the first time that magic was used..."

"Heroquesting is less common than worship or magic; only a few powerful or adventurous mortals practice it. Heroes open a way to the Other Side and face great dangers to gain magic for their communities or themselves. Most heroquests follow set paths recorded in the myths of the religion."

That's it. No limit about it not counting as a quest if you don't travel. No separate category for stationary things. That's the definition. A quest that happens to be stationary can be distinguished by being called a stationary quest. Like KoS calls it, for instance...

There's a LOT more detail later on in the book, of course, but it's merely refining this (the three levels of HQing, and so on).
