That's what rules are about - one reason why I try to avoid them. But if you've got to have them at all, they absolutely have to be clear, precise, unambiguous and above all consistent. Especially, consistent with what it says in the one rule book that's the only thing all of us are using in common!
Hence the usual check - back to basics, what does the rule book say? And, as quite often, finding that it already covers what we're looking at, once you track it down, and that at least half the latest wild inventions contradict it and need discarding before they confuse people any further.
