If it is off of a wind affinity, I would probably require something physical. It might not be evident that the two effects were related though. If you have some sort of feat like "steal words from mouth", it might involve a gust of wind and the person suddenly being unable to say what they were going to say. (I'd probably allow it as a breath/air/wind connection.)

I think Movement would be tougher to turn into affecting the mind of the opponent than wind, IMO.
