Oh, well that's easy. Just say no. The narrator has the authority to say that any particular augment is not suitable for a particular situation. For any reason. If you feel that the situation wasn't dramatic enough to merit such augmenting, just cut the player off:

"Hey, that sounds good, go ahead and roll."

This is a key narrator job, IMO. The standard for the group is set by players testing these limits gently, and the narrator pushing back. Eventually you get to the point where everyone knows what they are without pushing or saying no.

"Fairness" is a non-issue, because, first, it shouldn't be about competition, and second, because you'll be applying the standard evenly to everyone.
