One minor consideration: A player can improve a devotee character's feat by spending Hero Points on it: One point of improvement per Hero Point. Affinities, in contrast, cost three points (or six points if unconcentrated) to get a one point increase. If a devotee character is constantly using a particular feat in an affinity, whether actively or as an augment, his/her player might be better off spending Hero Points on the feat than on the affinity.

Still, you are right that the player is often best off spending Hero Points on abilities that can be used actively. That applies to mundane abilities as well.
