I think it's deliberate that Heortlings have common magic talents, not feats. Heortlings learned their CM from Flesh Man, who taught them how to survive when the gods fail you--thus, Heortling CM relies on a person's innate power (talents), not on power from some external source in the Middle World. (Though, of course, any particular person/clan/tribe might have CM from some other source--a fishing feat from the river god, a "find berries" charm, etc.)

The rules only forbid magic "not of your deity" for devotees, as I understand it, so there's no contradiction. Arguably it's just a teeny bit impious for a Heortling to use Flesh Man talents, since it implies that you think the gods might crap out on you again--so it's not so surprising that devotees have to give up that magic and rely on the God. But devotion is fairly uncommon, even among those fanatical Heortlings.
