My reading of ILH-1 is "no". Carmanians have a specific group of sorcerers, who don't have an associated church or saintly orders, and the dominant religion is theistic. However, this might have changed since ILH-1. I don't claim any particular expertise on Carmania, though I just looked at it because I generated some Lunar characters recently.
