Sorry for the delay in answering, the question kind of fell off the screen for a while.
The answer is that the PoM (Phase of Moon) affects *both* the preceptor's "Use [Scripture]" rating *and* the rating of the blessing on the day that it is used.
Example:
The Preceptor with "Read {Scripture]18" Blesses his followers on Full Moon
Day. He is modified to 6w, making the "base" blessing +3.
That +3 bonus is then affected by the PoM on the day it is used, so it's really +5 on Full Moon, +3 on Half moons, +2 on Crescent and +1 on the dark days.

On the other hand, if he Blesses his followers on a Dark Moon day, he is
modified down to 6, for a +1 "base", which is then further modified by the
PoM when it is used.
Yes, this can be "Double Dipping" if your holy day happens to be a Full Moon Day, but not everyone's is, and the PoM varies throughout the Empire. Sure, everyone will *try* to Bless their congregatins on Full Moon days, but sometimes your Holy Days just don't fit the Lunar Calendar. Sometimes it's Greast to be a Lunar, sometimes it sucks. Remember, even the Moon had bad eons.
