Fortress' Defenses in game rules

In my campaign, it is possible that the Carmanian PC's are going to confront a little group of Pelandan heretic rebels (there is some analogy with Cathari) that have taken refuge in a fortress: Eagle's Nest. They are led by a Pelandan Logician able to create things: weapons, armor, food and drink, etc. (perhaps even the fortress with a powerful ritual, I have to decide it).

The PC's are physically powerful and perhaps they will try a direct assault, helped by some troops. Most Pelandans are not very good soldiers, but the fortress would have to give a VERY important advantage.

Although I am not sure about what it is going to happen (in fact, this story have not yet began) and I do not know what type of contest I am going to use, I would like to know your ideas about the defenses of the fortress. I'm specially interested about how to reflect them in game rules: bonus & penalties, edges & handicaps, tactics, etc.
