But it does say specifically 'almost all augmentations', and nowhere mentions who or what the augmentations are on. So maybe it does work this way... An official call is needed here, I think. What was the intention of this rule (yes, yes, I know we can all make our own minds up, but sometime there must have been an actual intention behind this rule).
