I think that rule is about it given the standard 13/17 start point. It costs 8 points to raise an ability from 17 to 5w which is the next break point. The lunar phases are also not really worth bothering about for abilities primarily used as augments. And for abilities used as the lead, as you say, any increase is good. So it's just a matter of choosing where to spend the points.
Different start points will give different results but it will never be worth increasing an ability used for augments past the next break point - usually not even that.
